#346 - have a `refreshHint` that we send to clients. That can have a default value and be overridden per secret if needed. As its name implies, refresh hint is just a hint about how frequently the client shall refresh the secret. — the client may follow the hint, or totally avoid it and use a different refresh interval if it so desires.
