#343 - Changes regex info memoization to memoize on type code rather than element id, since regex info for a given type is always the same, regardless of element. In addition to resulting in many more cache hits, this helps enable choice type regex, where a given element may have several regexes associated with choice types.

#342 - Adds SQL support for validating datatype (but not yet primitive) options for choice types. For instance, this will validate that Observation.effectivePeriod is a valid period (including that regex for start and end, as will as the constraint that start is before endtime. However, this does not yet validate primitive options, for instance that Observation.effectiveDateTime is a valid datetime.
