#111 - factories hire one worker only after another. Made backward hiring, starting from small pops. Could be redone with better design - don't fire pops every tick

#107 - Small pops (farmers) discriminated - get 0 money due to rounding. That also happens with all pops with PE - smallest consume more, breaking logic. Also they consume goods from nowhere due to roundation
