#1471 - This is something I'll need to address when adding TCP port sharing capabilities, as the registration with the port sharing service uses the base address to reserve a base path. I suspect I will need to add the base address to the UseNetTcp method somehow, maybe with options similar to KestrelOptions. I'll have to look at how UseHttpSys exposes providing the base address.
